Description

Amendments are proposed to set out the required procedures to be followed by the First Nations Financial Management Board when it needs to exercise its law-making authority during an intervention related to pooled borrowing under the First Nations Fiscal Management Act.

In addition to these substantive amendments, consequential amendments may be necessary to update references to the Act.

Potential impacts on Canadians, including business

First Nations operating under the Act may be interested in these changes. While they will not impact their operations, the changes will impact how the First Nations Financial Management Board enacts laws and by-laws on their behalf.

Regulatory cooperation efforts (domestic and international)

The department will work with the First Nations Financial Management Board, the First Nations Finance Authority, and the First Nations Tax Commission on the content of the proposed amendments.

Consultations

The department will collaborate with the First Nations Financial Management Board, the First Nations Finance Authority, and the First Nations Tax Commission on the content and form of the proposed amendments. Consultations began in 2018 with the First Nations fiscal institutions.
